'You have 24 hours to leave the plaza"
On a inconspicuous late 80's model Toyota Camry, with California plates, authorities found an narco message, scrawled in black pen on a piece of paper, taped to the windshield. 'Luis, you have 24 hours to leave the plaza or this will keep happening" -The Black Belt, were the contents of the note.
The message was found near the international border, where a metal mesh fence divides the countries, and very close to Zona Norte, the lucrative red light district, on of Tijuana's biggest retail drug distribution points. An area that has been in contention for years, a long held CAF zone, has been in chaos since the murder of Luis Manuel Toscano, 'El Mono' earlier this year.
Mono was murdered with his in bodyguards, moments after leaving an appointment with his parole officer in the La Mesa district. His murder set off a series of murders and public killings, including narco messages and the killings of women and children. It is said that Mono was merely a minor player, whose family and CAF old guard really controlled the plaza. Mono was known for causing problems, numerous arrests, drug use, and the sexual abuse of women.
Banners from 'Nuevo Cartel De Tijuana' went up, claiming the killings were done to protect the Zona Norte square, and denouncing Achilles and Sinaloa cartel cells in the city. Tijuana has seen dozens of murders in the last few weeks, including 10 in a 24 hour period, a tortured body was found in Colonia Buena Vista days ago.
Unofficial reports indicate the 'Luis' is a reference to Luis Manuel Toscano's family who still operate in the Zona Norte area, assumedly on behalf of CAF, or on their own. A group of Achilles from Obera were detained, and some confessed killing Mono was done on Achilles orders, as well as the murder of 'El Quecho', brother of Melvin Gutierrz, longtime CAF loyalist, arrested in 2013.
The Black Belt is apparently connected to 'El Chino', or 'Pelon' a retail distribution cell, comepting for Zona Norte. They are also aligned with 'El Rulas', and 'Secre'. Rulas allegedly gave a similar order in early 2014, demanding a disgraced Sinaloa cell leader, 'El 300' leave the plaza in 24 hours. '300' was murdered in a hotel room, hours after breaking the deadline. Rulas' people apparently murdered a women connected by marriage to 'El Jackal', Mono's younger brother, yesterday.
